Welsh Labour Sets Out Legislative Plans For Second Year
Welsh Labour’s First Minister Rhodri Morgan has today [Tuesday 15 July] set out the Welsh Labour-led Assembly Government’s legislative programme for 2008/09, with specific proposals to legislate on tackling the causes of child poverty, provide extra support for carers and to ensure fairer charging for home care services.
Today’s announcement heralds the next step forward for devolved government in Wales and focuses on delivering legislative change through five Assembly Measures and four Legislative Competence Orders in areas where the Assembly Government needs additional powers.
It follows last week’s historic approval of the first made-in-Wales law, the Welsh Labour-inspired NHS Redress (Wales) Measure 2008.

Chair of the Labour Group in the National Assembly for Wales, JANICE GREGORY AM said:
“The programme announced by the First Minister today represents an important step forward in the drive to meet Welsh Labour’s commitments to the people of Wales, as outlined in our Assembly election Manifesto in 2007 and in the subsequent One Wales agreement.
“The Assembly Government’s legislative programme announced today clearly demonstrates that this is a Welsh Labour driven programme, based on our manifesto commitments to eradicate child poverty, to deliver high quality citizen-centred local services for Wales, to create a fairer charging system for non-residential social care, and to provide extra support for carers.
“As the Chair of the Labour group of Assembly Members in the National Assembly, I’m proud to see that Welsh Labour’s founding principles of fighting to ensure social justice and equality of opportunity for all are reflected in the proposals that have been announced today.
“The legislative programme demonstrates the commitment of the Welsh Labour-led Assembly Government to use the new powers in Labour's Government of Wales Act 2006 to make Welsh laws that will allow us to tackle the key issues that matter to the people of Wales.”
